Purpose

  • A Parliamentary Legal Adviser is responsible for providing legal advice to Parliament and the Parliamentary Service.

Requirements
  • Have a Bachelor of Laws (LLB) degree or equivalent legal qualification.
  • Be an admitted Attorney or Advocate of the High Court of South Africa.
  • Have five (5) years' post-admission experience as a Legal Adviser in the legislative or public sector, or in the areas of constitutional or public law.
  • Experience and knowledge of relevant branches of the Law, such as Constitutional Law, Parliamentary Law, Administrative Law, Labour Law, Law of Contract, Public International Law and Interpretation of Statutes and Electoral Law.
  • This post is subject to a six (6) month probation period.

Responsibilities
  • Provide written and oral legal advice to the Presiding Officers, Parliamentary Committees, and the Secretary to Parliament.
  • Advise Committees on legislation through the various stages of the legislative process.
  • Manage litigation matters involving Parliament, including advising the Presiding Officers on litigation strategy, liaising with Attorneys and Counsel representing Parliament, and ensuring the interests of Parliament are protected.
  • Advise on Parliament’s oversight mandate.
  • Draft and scrutinise legal instruments.
  • Draft and vet contracts and policies.
  • Conduct legal research.
