Purpose
- To ensure the effectiveness, compliance, and integrity of an integrated supply chain management function, including demand, acquisition, contract, and asset management, in line with relevant legislation and governance frameworks.
- The role supports efficient procurement processes, maintains effective asset controls, and strengthens compliance and reporting.
- Working closely with the Head: SCM and Assets and the CFO, the incumbent will drive continuous improvement across SCM operations, enhancing efficiency, cost-effectiveness, and service delivery in support of the Agency’s strategic objectives.
Requirements
- Relevant NQF 7 qualification – Bachelor of Commerce degree or equivalent with Accounting as a major.
- Relevant NQF 8 qualification – Post graduate degree (BCom/Bcompt honours) (advantageous).
- Minimum 3 years’ experience within supply chain management or completed three-year SAICA/CIMA/ACCA articles with practical audit exposure of supply chain management.
- Accounting background required.
- Completed SAICA articles (advantageous).
- Valid driver’s licence.
Skills & Competencies
- Working knowledge of relevant Public Sector legislation, e.g. PFMA, National and Provincial Treasury Regulations.
- Working knowledge of relevant industry legislation and regulations e.g. POPIA, PAJA, PAIA
- Extensive knowledge of public sector procurement legislation.
- Working understanding of GRAP, specifically asset-related standards
- Strong understanding of financial reporting frameworks: International Financial Reporting Standards (IFRS) or Standards of Generally Recognised Accounting Practice (GRAP).
- Strong understanding of and commitment to good corporate governance - King IV.
- Experience in the following areas will be an advantage:
- Public Sector procurement, reporting, demand planning and compliance monitoring
- Facilitating organisational operational efficiency
- Contract management and supplier performance monitoring
- Asset management and asset verification processes
- Computer literate with advanced Microsoft Excel skills.
- Strong analytical capability with the ability to interpret data, identify trends and explain variances
Responsibilities
- Demand and Acquisition Management: Support and administer end-to-end supply chain management processes, including demand planning, procurement, and acquisition management; and Process SCM transactions and ensure compliance with policies, regulations.
- SCM Administration: Facilitate procurement processes and provide secretariat support to Bid Committees
- Contract Management: Monitor and manage contracts and supplier performance, ensuring adherence to agreed terms.
- Asset Management: Maintain and reconcile the asset register, ensuring accurate recording, capitalisation, and verification of assets; and Coordinate asset counts, disposals, and impairment processes in line with legislative requirements.
- Reporting and support: Prepare and submit all SCM, asset management, and compliance reports including Provide financial accounting support, including reconciliations, supporting schedules, audit preparation, and maintaining strong internal controls ensuring compliance with applicable legislation and statutory reporting requirements and management review, and internal governance frameworks.
