Requirements

  • An appropriate B Degree (NQF 7)/ Three (3) year Diploma (NQF 6).
  • At least two years relevant experience.

Skills & Competencies

  • In depth knowledge of legislation and regulations pertaining to public service administration specifically the Public Service Act, Labour Relations Act, EEA and Skills Development Act.
  • Knowledge of Human Resources in general and Information management.
  • Knowledge of PMDS and CORE.
  • Strong organizational and management skills.
  • Excellent written and verbal communication skills, innovative and proactive.
  • General computer literacy skills and knowledge in programs such as MS Word, Excel, MS Outlook and PowerPoint.
  • Experience in working on PERSAL.

Responsibilities

  • Supervise and undertake the more complex implementation and maintenance of human resource administration practices.
  • Provide operation management services.
  • Ensure compliance with NPA policies and guidelines and all other relevant legislative prescripts, by subordinates and self.
  • HR Provisioning (Recruitment and selection, appointments, transfers, verification of qualifications, secretariat functions at interviews, absorptions, probationary periods etc).
  • Implement conditions of service and service benefits.
  • Termination of service.
  • Ensure administration of training.
  • Record and approve transactions on PERSAL according to delegations.
  • Performance management.
  • Prepare reports on human resources administration issues and statistics.
  • Supervise staff.
  • Allocate and ensure quality of work.
  • Personnel development.
