Joe Gqabi District Municipality Administrative Assistant: Skills Development Barkly East

Purpose

  • Joe Gqabi District Municipality, with its seat in Barkly East, covers the area of Walter Sisulu (Burgersdorp, Steynsburg, Venterstad, Aliwal North and Jamestown), Senqu (Lady Grey, Sterkspruit, Barkly East, Rhodes and Rossouw) and Elundini (Ugie Maclear, Mount Fletcher and the rural part of Tsolo and Qumbu).

Requirements

  • Grade 12 or equivalent.
  • At least three (3) years of training/facilitation/administration experience.
  • A relevant three-year (NQF 6) tertiary qualification in the field of Training and Development I Human Resources Management or Public Administration.
  • Code EB Drivers Licence.

Skills & Competencies

  • Computer Literacy in MS Word, Excel, PowerPoint, Email and Internet.
  • Good interpersonal skills.
  • Report Writing Skills.

Responsibilities

  • Ensuring the development of the Workplace Skills Plan.
  • Ensuring the development of the Annual Training & PIVOTAL Report.
  • Ensuring the development of the Employment Equity Plan.
  • Ensuring the development of the Annual Employment Equity Report.
  • Ensuring the effective functioning of the Local Training Committee.
  • Ensuring the effective functioning of the Employment Equity Consultative Forum.
  • Ensuring that training participants are registered, informed and have confirmed their attendance.
  • Facilitating the implementation of Career Pathing & Succession Planning, Implementation, Assessments and Quarterly reporting.
  • Assisting in the submission of all appropriate information to the Local Government Sector for Education and Training Authority (LGSETA).
  • Assisting in the development and submission of the monthly reports to the Director.
  • Assisting in the submission of the Quarterly Monitoring Reports to the LGSETA.
  • Providing a secretariat function to. the Local Training/Employment Equity Committee meetings.
  • Reacting appropriately to identified training needs.
  • Collecting prescribed information from the Human Resources (staff appointed; type of contracts; occupations and levels and staff terminations and reasons thereof; disciplinary management issues and Payroll (individual salary packages.) sections.
  • Developing and maintaining a data base for the entire staff complement. Visiting of all departments/sections/administrative areas/depots and distributing questionnaires as well as interviewing staff in order to establish if and where discrimination is occurring.
  • Conducting the annual skills audit and training needs analysis exercise.
  • Evaluating and analysing information obtained from the audits and needs analysis questionnaires.
  • Prioritizing the training and development needs as identified in the results data.
  • Working extensively with the Manager in compiling the annual Workplace Skills Plan (WSP) for the entire organization.
  • Any other duties as reasonably delegated by management and as outlined in the relevant job description linked to the position.

Remuneration

  • An amount of R292 252 per annum is on offer.
